Documents Required for Road Freight Exports
1. Turkish Customs Export Declaration
Mandatory for all exports from Turkey. Filed digitally via the BİLGE system by a licensed customs broker. No vehicle can cross the border without a declaration reference number.
2. CMR Consignment Note
The mandatory transport document for road freight. It records the shipper, carrier, and consignee details, route, delivery terms, and carrier liability. Serves as the legal basis in case of damage or loss.
3. EUR.1 Movement Certificate or A.TR Document
- A.TR: For industrial goods in free circulation in Turkey — allows duty-free entry into EU.
- EUR.1: For Turkish-origin products and agricultural goods — certifies preferential origin.
4. Commercial Invoice
States the value, quantity, HS code, and parties. The main document for customs valuation.
5. Packing List
Lists contents, weight, and dimensions of each package. Speeds up customs inspection.
6. Cargo Insurance Policy (Optional but Recommended)
CMR carrier liability is limited to 8.33 SDR/kg. For high-value goods, additional cargo insurance is strongly advised.
